Quota shock: Fee hike in IIMs, IITs

The Centre’s caste-based reservation will bring with it fee hike for thousands of IIT and IIM students.

M Veerappa Moily-headed Oversight Committee in its final report to Prime Minister Manmohan Singh while advocating financial autonomy to these institutes has recommended that IIT and IIM students be charged fee commensurate with the per student cost per year.

"It is felt that IIT and IIM graduates enjoy a 100% job assurance and will be able to obtain bank finance to meet their fee and other expenses. The access to bank finance should be assured to all students and thereafter IIT/IIM students should be charged fee commensurate with the per student cost per year. In case of IITs, the present system of a subsidised fee structure may, however, have to continue in some measure for post-graduate and researchstream students, till all of them become hotshots in the employment market," the report states.

This means, if an IIM is spending Rs 3 lakh on a student per year, but is charging only Rs 1.5 lakh, they will have to recover the entire cost from the student. While assessing the expenditure that would be required to implement 54% expansion, the committee has worked out a recurring expenditure of Rs 1.5 lakh per student per year in respect of IIMs and Rs 1.7 lakh in IITs. The non-recurring expenditure per student would be Rs 8 lakh and Rs 10 lakh respectively.

Another significant recommendation is that the budgetary support for recurring expenditure for these institutes should be discontinued after the 11th five-year plan. "Some of the institutions like the IITs and IIMs will be able to raise resources from their management/executive development programmes, consultancies, research and customised courses. It is expected that the three older IIMs (Ahmedabad, Bangalore and Calcutta) will be in a position to meet their own recurring cost and the newer IIMs at Indore, Kozhikode and Lucknow should also be in a position to stand on their own feet probably by the 11th five-year plan," the report adds.

The committee has told the Centre that the same principle should be applied to all National Institutes of Technology but the question of continuing support should be reviewed at the end of the 11th plan in 2011.

at least a three-year Bachelor's degree in any discipline, and a strong interest in Agriculture, Agro/Food Processing, Rural and Allied Sectors. Such candidates, with a strong interest in these sectors, must submit a special form available with the PGP-ABM Office during October 2004.
IIM Bangalore: PGP in Software Enterprise Management (PGSM>Candidates must, at the minimum, possess at least a three-year Bachelors degree in any discipline that is recognised by Association of Indian Universities(AIU)/ All India Council for Technical Education (AICTE). In Addition, candidates need to have a minimum of two years work experience in the software industry as on June 10, 2005.
IIM Calcutta:Candidates can apply to more than one of the Post Graduate Programmes viz, PGDM, PGDCM and PGDBM. For Post Graduate Diploma in Computer Aided Management (PGDCM), a candidate is required to send a crossed demand draft payable in Kolkata for Rs.600/- in favour of Indian Institute of Management Calcutta along with a self-addressed envelope of size 10" x 5" between August 2 and November 1, 2004. PGDCM Application Forms and a sample paper of Aptitude Test in Mathematics (ATM) will be sent to the applicant on receipt of the demand draft. Post Graduate Diploma in Business Management (PGDBM) is a three-year evening programme. For this programme an applicant must have (i) a minimum of two years work experience (by May 31, 2005) at an Executive /Supervisory level after graduation and (ii) must be employed in a full time job at the time of admission (Details in CAT Bulletin).

**Note (for all IIMs): Candidates who are currently in their final year of Bachelor's degree (or its equivalent) can also apply, provided they expect to complete all their exams and other requirements for obtaining the qualifying degree before June 30, 2005. Such candidates, if selected for admission, will have to submit a certificate at the time of registration, stating that the candidate has completed all the requirements for obtaining the Bachelor's degree before June 30, 2005. This certificate has to be obtained from the HOD/ Registrar / Principal of the institution where the candidate is studying. In addition, such candidates must produce the final year marksheet and the degree certificate as proof of having satisfied the minimum eligibility requirements, by the dates specified by the respective IIMs in the CAT Bulletin.

Scholarships/Financial Assistance :It is the endeavour of the IIMs that no student be denied opportunity to pursue the Post-Graduate Programme in Management for want of adequate financial resources. Substantial need-based scholarship schemes covering even up to 100% of expenses are available. (Please see the write-up on each IIM included in the CAT bulletin for details).

Reservations :As per Government of India requirement 15% and 7½% seats are reserved for SC and ST candidates. 3% seats are reserved for Persons with Disability (PWD) of which 1% each is reserved for low-vision/blindness, hearing impairment and locomotor disability/cerebral palsy.

History behind the IIMs

Government of India has set up six Indian Institutes of Management at Bangalore, Ahmedabad, Calcutta, Lucknow, Indore and Kozhikode. These institutes are fully funded and controlled by Ministry of Human Resource Development, Department of Secondary and Higher Education. These six IIMs mainly conduct two-year courses in Post Graduate Diploma in Management which is equivalent of MBA and Fellowship Programme in Management which is equivalent to Ph.D. In the fraternity of IIMs the two IIMs at Indore and Kozhikode were established by the Government of India in the 1997. These institutes are still in the project mode and the construction activities of the campus are in full swing. While IIM Indore is presently functioning from the building of the Government Women Polytechnic College at Indore, IIM Kozhikode is currently functioning from the building of REC, Calicut.

Taming the lion in the CAT

POINTS TO PONDER: An examination paper has set these students thinking.

As the saying goes, there's a lion within every cat. The first step to domesticate a cat is to recognise and tame this lion. The Common Admission Test (CAT) is also not devoid of this feline characteristic and the technique to crack it is to identify the crucial section in the test and master it.

Where is the lion?
A closer look at the CAT papers since 1999 till the 2003 re-test reveals that the constituent sections, namely, the Quantitative Ability, Verbal Ability and the Logical Reasoning had equal weightage, that is, each of the sections had exactly the same number of questions and thus constituted one third of the entire paper. The total number of questions was reduced from 165 to 150 in the year 2001. The four tests in the next three years consistently had 150 questions each.
The year 2004 saw a major reshuffling in the question paper with the reduction in the total number of questions to 123 which further came down to 90 in 2005. A section-wise inspection of the 2004 and 2005 papers would reveal that the Verbal Ability gained importance in weight in 2004 but stabilised to one third of the paper again in 2005 though the expected cut-off scores were determined at a much higher level than the other sections.
Although one may run the risk of sharing the reputation of a weatherman in predicting a CAT question paper, it can be safely inferred from the above discussion that the lion or the crucial section in CAT 2006 would the one on Verbal Ability.

Importance of Verbal Ability
The importance of Verbal Ability in the context of CAT 2006 being established, it is probably time to address a pertinent question that bothers every test taker: how on earth does verbal ability feature in a management entrance examination? Well, testing verbal ability is one of the direct and few ways of testing the development of the left side of the human brain which controls attention to detail, sense of time and sequence and reasoning ability other than verbal ability — skills that are undoubtedly essential to a manager. Moreover, it is this side of the brain that sets us apart from animals and the best part about it is that the left-brain abilities can be developed with effort and practice.

Excelling in Verbal Ability
Before we move on to the techniques to master verbal ability let us look into the different types of questions that appear under this section. Verbal ability broadly tests for knowledge of English usage and Reading Comprehension. English usage covers knowledge and application of grammar and vocabulary. The Reading Comprehension section tests reading speed as well as accuracy. The best way to excel in the Verbal Ability section is to read a lot and read across genres. For the sentence correction type of questions designed to test the knowledge of application of grammar, it is important to clear one's fundamentals well. It is not advisable in this case to trust one's gut feeling that a particular option sounds correct. Consider this everyday conversation between two youngsters. "Hey! I went to Tito's when I was in Goa!" "Yeah me too!" Even though `me' sounds absolutely impeccable, it is grammatically incorrect.
The verbal section has lately seen a shift from direct questions to inferential questions like paragraph completion. Although the number of passages as well as the average words per passage were at an all-time low last year, the importance of Reading Comprehension compared to the Verbal Ability section was the highest. This is a trend that has to be kept in mind in preparing for CAT 2006. Care should be taken to build both an active and a passive vocabulary to answer usage-based questions. Thus, it is important not only to learn word lists but also to start using them during the preparation time.

Making an Educated Guess
A couple of clear indications are emerging from the pattern of the CAT paper over the years. It is possible that the focus of CAT is shifting from speed to accuracy. This was apparent in the reducing number of questions in the past two years. It is probable that CAT 2006 will see a marginal increase in the number of questions (probably will come closer to the previous 150 in number) with respect to the extra half-an-hour allotted test time. Another aspect that is becoming very apparent from the pattern of the test is the shift from testing knowledge (grammar or vocabulary directly) to testing understanding (inference/usage). The next CAT paper is likely to see fewer direct questions.

Finally, it should be always kept in mind that CAT becomes difficult because of the preconceived notions about the test and the test environment and not because of the content of the test. It is important to take it just as any other test keeping in mind that the lion is also just a cat.

HRD Ministry mulls CAT in Hindi

The Common Admission Test (CAT) for application to the IIMs may soon be conducted in regional languages.Many in the IIM (Ahmedabad) faculty believe that the prestigious management exam should be conducted in Hindi and other regional languages. They say the move will encourage students from backward and rural backgrounds to take the exam. "The access to the IIMs gets limited to those who have reasonable familiarity with English as a language. Why should that be the case?," said Professor Sebastian Morris, Senior faculty, IIM-A.The English verbal ability test is one of the main components of the CAT exam. So while students unfamiliar with the language may do exceedingly well in papers like quantitative ability or data analysis, they do not manage a seat because of their low marks in the verbal ability test. "For a certain segment of students who do not come from a good English medium background, qualifying in CAT becomes tough," said Vivek Tuteja, Director of CAT Training Institute.NDTV has also learnt that the HRD Ministry has been toying with the idea of asking the IIMs to conduct CAT in Hindi but nothing has been finalised till date. Discussions on administering CAT in regional languages will be held at the next meeting of the Board before this year's CAT, which is slated for November.If the move comes through, a new CAT exam in regional languages may just prove to be a boon for hundreds around the country.

IIMs set new rules for applicants

The Indian Institutes of Management or IIMs have announced new qualifying rules to reduce the number of applicants. Applicants will need at least 50 per cent marks in their graduation to qualify for the Common Admission Test, under the new procedures.And, those in the SC or ST categories should show at least 45 per cent marks.The new rules apply for Common Admission Test to be held in November.The duration of the tests have been increase by 30 minutes to two-and-a-half hours and there will be substantial need-based scholarships for economically disadvantaged students.The IIMs said information about reservation of seats for members of the OBC category would be listed on their websites, and national newspapers soon.

Pattern of cat

CAT has evolved from a speed based simple test into a test which demands more proficiency in concepts and fundamentals rather than just speed. Earlier CATs used to have 180 questions to be solved in 2 hours. The cutoff (minimum marks needed to get an interview call from the IIM) for such a paper was generally 20 each in the three sections (Mathematics + English + Data interpretation and Logic).

For the years 2001, 2002 and 2003 the paper consisted of 50 * 3 = 150 questions. The cutoffs being 15 marks for individual sections and approximately 55 for whole paper.

The first biggest surprise for the CAT takers was in 2004, when the IIMs introduced the concept of differential marking for the first time. The paper had just 123 questions with the following distribution: (the decimal numbers are marks allocated to each question)

Mathematics - Total: 50 (10 * 0.5 + 5*2.0 + 35 * 1.0) Cutoff - approx 12
English - Total: 35 (15*2.0 + 20*1.0) Cutoff - approx 12
DI and LR - Total: 38 (12*2.0 +26*1.0) Cutoff - approx 17
Overall 123 Questions : 10 of Half marks + 32 of 2 marks and 81 of 1 mark each. The overall cutoff for the paper was nearly 51-52 marks.

CAT 2005 was even bigger surprise. There were just 90 questions - 30 in each section. Each section was further divided into two subsections:

Math
Section 1A - 10 Questions of 1 mark each
Section 1B - 20 Questions of 2 mark each
The final Cutoff for this section was nearly 11

English
Section 2A - 10 Questions of 1 mark each
Section 2B - 20 Questions of 2 mark each
The final Cutoff for this section was nearly 15

DI and LR
Section 3A - 10 Questions of 1 mark each
Section 3B - 20 Questions of 2 mark each
The final Cutoff for this section was nearly 10

Overall this paper was the toughest in the history of CAT.
So,Be Prepared for even bigger surprises!

what is cat?

The Common Admission Test (CAT) is an all-India test conducted by the Indian Institutes of Management (IIMs) as an entrance test for the management programmes of its six business schools.

150,000 students compete for less than 1200 general seats in the IIM's which makes it even more selective than all the Ivy League Universities put together. Even with a top 1% score, a candidate must also win through the equally stringent group and individual interviews.

The IIMs CAT is almost certainly the world's most demanding entrance examination for any graduate institute. The test taker is expected to excel in arithmetical problem solving, geometry, statistics, data interpretation, logical reasoning in solving complex puzzles, and English language skills. The test is held on the third Sunday of November for a duration of two hours (2.5 hours from 2006).

It is neither expected, nor possible, that all the questions be answered, so the CAT also tests the candidates' ability to prioritise under pressure: a quality necessary in the competitive environment of IIMs' courses.
